Meet Bastar noni: An illustration of good governance exhibiting how technology can assist administration in difficult times like pandemic Covid.

On 13rd November around 7p.m. two separate phones alerted with sms tune in jagdalpur. One was of Dr. Maitri , home isolation incharge and another phone  was of Nodal officer of bastar noni.

Message reads

"Urmila pandey ,His/Her Oxygen Level is less than 93.Patient ID: PID007260 Patient Mobile No 97$$486795, Tehsil: Bastar, District: Bastar"

Officials, after receiving the message promptly contacted the patient. It was an emergency. The patient is a 65-year-old lady who had oxygen saturation level just 85. Immediately an ambulance was sent to her home and the patient was expeditiously shifted to the nearby Covid care hospital, Medical college Dimrapal Jagdalpur .

The message was triggered by the system as soon as patient entered his vital signs into Bastar Noni web portal - a smart technological solution to the management of covid-19 cases, an initiative of Bastar Administration. 

From the complete lockdown to the opening up of almost all the area we have come a long way since the first case of corona emerged on 27th of May 2020 in Bastar district of Chhattisgarh, It is now clear, more than ever, that for the foreseeable future the risk of getting infected with Covid-19 can’t be eliminated, but only managed. The use of masks and social distancing norms as emphasised by the Chief Minister Shri Bhupesh Baghel himself i.e. do gaj ki duri aur masks hai jaruri, are the only solution in our hands at the moment. With the same motto the Bastar Administration has left no stone unturned to control and contain the spread of the corona virus in the district. For this purpose, On the one hand the cycle of testing, contact tracing and isolating and treating positive ones is going on in good pace and on the other hand public awareness campaigns engaging all the sections of society, volunteers and NGOs are in full swing.

Out of many initiatives during pandemic time, one area where the Bastar district administration excelled is the management of home isolated patients through the smart technological intervention.

As the government relaxed the norms for home isolation, most of the patients are opting for home isolation as majority of new patients have mild or no symptoms in general and in such a scenario, the number of home isolated patients are bound to increase. With experience, it was realised that manually tracking a large number of home isolated patients would be a very tedious task and for that, a large number of officials needs to be deployed for accurately monitoring and management thereof. To address all such issues the district administration came up with a technological solution to monitor the health status of home isolated patients through a dedicated web portal. The Bastar noni app was launched by honourable minister Dr Premsay singh tekam on the birth anniversary of Mahatma Gandhi.

Soon after the launch of the app, the registration in bastar noni web portal was made compulsory for all the patients opting for the home isolation. It has been more than a month and the bastar noni is living up to its expectations. In Bastar noni, patients need to update their daily health report which consist of the symptoms detail and other vital signs such as oxygen saturation level, pulse and temperature. Such a report needs to be updated at least 2 times a day, if a patient feels the need, then he can submit his report status as many times as he wants in a day. There is a dedicated back end team working to assist and monitor daily reports of the patients. under the Bastar noni, there is a control room and a helpline with a team consist of qualified doctors and trained nurses monitoring daily reports of patients and consulting the needy patients through phone round the clock.  

We have made a separate provision in the web portal to track the high-risk patients who are above 50 years of age and having any other comorbidities. Such patients get regular tele-counselling from the helpline and control room.

Bastar noni helpline and web portal is brainchild of Collector and DM Shri Rajat Bansal (IAS), under his leadership bastar district is successfully containing spread of corona. He is very particular about medical care of home isolated patients and made sure that there should be no fatality, whatsoever, caused due to the administrative lapses. Therefore  we introduced a high alert message facility in the web portal, under which, whenever a patient enters his vital signs and if it is found to be beyond normal range (normal range for oxygen saturation level is 93 to 100, pulse is 60 to 100 and temperature below 98.5 F ) an alert message is triggered and sent to Dr Maitri and simultaneously a copy of such message is also sent to Nodal officer of Bastar noni. Immediately after receiving such a message, the medical team consults with patients and depending upon the severity of the situation a decision is taken whether to shift such patient to medical college or prescribe a suitable remedy.

The Bastar noni web portal being a successful technological solution to the rapidly changing Covid-19 situation attracted the notice of the state government as well as the neighbouring district. we are getting many inquiries regarding the functionality and effectiveness of such systems from all spheres/concerned.

To make the portal more productive, we update medical bulletin in it, on a daily basis which gives details, such as the number of positive cases, number of tests done along with daily occupancy of the covid care facilities in the district. One important feature of portal is that it takes patients location at the time of submission of daily report which helps administration to locate home isolation breach cases.

As many of the people especially in rural areas don’t have an android smart phone, so we made bastar noni as a web portal not as an android App. Also, for the convenience of people we made it bilingual (hindi and English). Being a web portal, it can be accessed by any phone be it a smart phone, a windows phone, IOS, or a feature phone or even from any computer. The only thing required is access to the internet.

Bastar noni is an illustration of good governance and also demonstrate how technology can assist administration in difficult times in disaster or in pandemic like Covid.

वर्तमान युग नि:संदेह संचार क्रांति का है | सभी क्षेत्र की प्रगति में संचार क्रांति इस तरह मिल चुकी है की अब यह उसका अभिन्न अंग बन चुकी है चाहे वह तकनीकी क्षेत्र हो, चाहे चिकित्सा , चाहे रक्षा या व्यापार अब संचार की तकनीको का प्रयोग किये बिना इन क्षेत्रो में आगे बढ़ना असंभव ही लगता है | भाषा के विकास के  क्षेत्र में भी संचार क्रांति ने अपनी भूमिका निभाई है , संचार के आधुनिकतम साधन जैसे मोबाइल या इंटरनेट (अंतरजाल) भले ही अंग्रेजी भाषा से चालू हुए हो परन्तु समय व स्थान के अनुसार इसने बाकी भाषाओ को भी जगह दी है व उन्हें समृद्ध किया है  |
हिंदी हमारी मातृभाषा है तभी तो हमें इस भाषा से एक लगाव महसूस होता है। इस लगाव ने इंटरनेट (अंतरजाल) क्रांति के युग में भी अपनी जगह बना रखी है। कहानी हो या कविता भावप्रधान तभी लगती है जब हिंदी में लिखी और पढ़ी जाये। हिंदी से अलग होना नामुमकिन है लेकिन जब कम्प्यूटर पर काम करने का समय आया तो एक बार के लिए इस भाषा पर प्रश्न चिन्ह लग गया भारत में अब जब हर छोटी-बड़ी जगह पर काम कम्प्यूटर पर होने लगे हैं तो कम्प्यूटर बनाने वाली कम्पनियाँ भी इस बात को बखूबी जानती है कि भारत में अगर अपना वर्चस्व बढ़ाना है तो हिंदी भाषा भी ऑपरेटिंग सिस्टम में होनी चाहिये। गूगल ने हिंदी के यूनिकोड फॉन्ट उपलब्ध कराये हैं। इसके साथ हीगूगल ने ट्रांसलिट्रेशन टूल भी लॉन्च किया जिसमें इंग्लिश में टाइप किया गया हिंदी में बदल जाता है। पहले नेट किसी हिंदी अखबार या पत्रिका को पढ़ने के लिए सही लिपि के फॉन्ट का कम्प्यूटर में डाउनलोड होना आवश्यक होता था लेकिन अब रोमन लिपि में तकनीकी विकास के कारण कभी भीकहीं भी बिना किसी विशेष फॉन्ट डाउनलोड के हिंदी को पढ़ा जा सकता है।
मोबाइल ऑपरेटिंग सिस्टमों में हिन्दी का प्रवेश वर्ष 2005 के बाद शुरु हुआ। नोकिया के मोबाइल ऑपरेटिंग सिस्टम सिम्बियन के कुछ संस्करणों में आंशिक हिन्दी समर्थन आया। माइक्रोसॉफ्ट के विण्डोज़ मोबाइल के कुछ संस्करणों में आयरॉन्स हिन्दी सपोर्ट नामक थर्ड पार्टी सॉफ्टवेयर के जरिये हिन्दी समर्थन आया। बाद में ऍपल के मोबाइल ऑपरेटिंग सिस्टम आइओऍसगूगल के मोबाइल ऑपरेटिंग सिस्टम ऍण्ड्रॉइड तथा रिम के ब्लैकबेरी ओऍस में भी हिन्दी समर्थन उपलब्ध हुआ। वर्तमान में माइक्रोसॉफ्ट के विण्डोज़ फोन को छोड़कर लगभग सभी प्रमुख मोबाइल ऑपरेटिंग सिस्टमों में हिन्दी समर्थन है। मोबाइल में हिंदी सॉफ्टवेयर की उपलब्धता ने लोगों का काम और अधिक आसान कर दिया है।
बहरहाल इंटरनेट (अंतरजाल) पर हिंदी के शुरुआती विकास के क्षेत्र में सीएसडीएस (सेंटर फॉर द स्टडी ऑफ डेवलपिंग सोसायटीज) ने भी उल्लेखनीय काम किया है। शुरुआत में अंतरजाल पर हिंदी देखने के लिए जहां किसी भी फॉन्ट की इमेज (पीडीएफ) ही इस्तेमाल की जा सकती थी। जिस समय अंतरजाल पर हिंदी के लिए काम कर रहे सरकारी संस्थान टीआईडीएल (टेक्नोलॉजी डेवलपमेंट फॉर इंडियन लैंग्वेज)  और सी-डैक जैसे सरकारी विभाग तमाम अव्यावहारिक कोशिशें कर रहे थेउस दौरान सीएसडीएस ने हिंदी के इस्तेमाल से संबंधित तमाम सॉफ्टवेयर बनाकर उनका मुफ्त वितरण शुरू कर दिया था।
वर्तमान में इंटरनेट (अंतरजाल) व मोबाइल के लगभग सभी काम हिंदी में किये जा सकते है | इससे भाषा के प्रचार प्रसार में बहुत मदद मिली है | अंतरजाल में तो हिंदी के आने से एक नई क्रांति का प्रारंभ हुआ है | वर्तमान में लगभग सभी समाचार हिंदी भाषा में अंतरजाल में उपलब्ध है जिसका उपयोग न केवल देश में रह रहे करोड़ो लोग उठा रहे है बल्कि विदेशो में बसे भारतीय भी हिंदी समाचार व साहित्य पढ़ कर आनंदित हो रहे हैं| हिंदी अन्य भारतीय भाषाओ की तुलना में अंतरजाल में ज्यादा तेजी से आगे बढ़ी है इसका मुख्य कारण युवा पीढ़ी का इसे हाथो हाथ लेना है | नई पीढ़ी अंतरजाल में हिंदी के उपयोग को लेकर आक्रामक रुख अपनाए हुए है और ब्लॉग , सोशल मीडिया में इसे धडल्ले से उपयोग कर रही है | अंतरजाल में हिंदी के बढ़ते वर्चस्व को देखते हुए विश्व की जानी मानी माइक्रो ब्लॉगिंग साईट ट्विटर ने भी अपनी सेवा हिंदी में शुरू कर दी है यह हिंदी बोलने व पढने वालो के लिए गर्व की बात है | अंतरजाल ने हिंदी भाषा में लिखने वालो के हाथों को सशक्त किया है , सृजनशील व्यक्तियों को इंटरनेट (अंतरजाल) ने अपना मालिक खुद बना दिया है | पहले किसी लेखक को अपने विचार पाठको तक पहुचाने के लिए पुस्तक प्रकाशकों के कितने चक्कर लगाने पड़ते थे कइयो की रचनाये तो कभी पाठको के बीच पहुँच ही नहीं पाती थी परन्तु अंतरजाल ने उनके रास्ते की सभी बाधाओं को दूर कर उनकी राह आसान कर दी है | इससे अंतरजाल पर नए व युवा लेखको की बाढ़ सी आ गई है | जहाँ पहले अंतरजाल पर हिंदी के केवल इक्का दुक्का विषय ही मिलते थे पर अब उन विषयों का दायरा इतना बढ़ गया है की कोई सीमा नहीं रही |
एक हालिया सर्वेक्षण के मुताबिक हिंदी बहुत जल्द इंटरनेट (अंतरजाल) पर अंग्रेजी और चीनी भाषा के बाद सबसे ज्यादा इस्तेमाल की जाने वाली भाषा बन जाएगी। जबकि वर्तमान में हिंदी अंतरजाल पर उपयोग की जाने वाली शीर्ष 10 भाषाओ में भी नहीं है इसके बाद भी विशेषज्ञों का ऐसा सोचना हिंदी की क्षमता को ही दर्शाता है |
इंटरनेट (अंतरजाल) पर हिंदी की लोकप्रियता बढ़ाने में ब्लॉगिंग का अहम योगदान रहा है। ब्लॉग एक ऐसा माध्यम है जो लिखने और पढने वाले को सुकून देता है। अंतरजाल पर उपलब्ध हिंदी कंटेट(सामग्री) में सबसे बड़ा योगदान हिंदी में ब्लॉग लिखने वाले ब्लॉगरों का ही है | हिंदी का सर्वप्रथम ब्लॉग लिखने का गौरव श्री आलोक कुमार जी को जाता है जिन्होंने 21 अप्रैल 2003 को पहला ब्लॉग लिखा था, इस तरह अंतरजाल में हिंदी ब्लॉगिंग के अत्यंत सफल 10 वर्ष बीत चुके है | वर्तमान में ऐसे हिंदी ब्लागों की संख्या कई लाख तक पहुँच चुकी है | अब हिंदी भाषा के ब्लॉग मात्र अभिव्यक्ति का एक माध्यम न होकर सामाजिक मंच बन गया है  | मौजूदा दौर में हिंदी में सामुदायिक ब्लॉगों के अलावा साहित्यसंस्कृति और सिनेमा जैसे विषयों पर कई ब्लॉग सक्रिय हैं। इन ब्लॉगों पर सामाजिक मुद्दों की भी खूब धूम रहती है।  आने वाले दस वर्ष के अंदर ब्लॉग हिंदी साहित्य के विकास का प्रतीक होगा। दुनिया की अन्य भाषाएं भी इस सर्वसुलभ माध्यम का इस्तेमाल अपनी भाषा व उसके साहित्य के विकास के लिए कर रही हैं।

How technological innovation helped bridging the gap between administration and citizen through Guhaar app.

Necessity is not only mother of invention but all reinvention, too. Corona pandemic caused a massive change in all walk of life some of them is temporary, but some of the changes would be permanent. In terms of lifestyle and technological changes, the Covid-19 crisis-lockdown represents the greatest fundamental shift since World War 2. Indeed, the 2020s and beyond are already being dubbed the post-Covid era. Work from home, social distancing, contact tracing (surveillance), Virtual meeting, No touch are new normal. Out of many lexicons of corona, no touch is not just a pandemic technology It can work during other natural disasters like floods and earthquakes and holds good during normal time as well.
              Government work for the welfare of the people, in India typical district bureaucratic setup is very vast and there are numerous departments each doing a specific work. Grievance redress is an important part of administration, No administration can claim to be accountable, responsive and user-friendly unless it has established an efficient and effective grievance redress mechanism. In fact, the grievance redress mechanism of an organization is the gauge to measure its efficiency and effectiveness as it provides important feedback on the working of the administration.
Present Grievance redressal system :
         Bastar is an aspirational district which lacks in most of the socio economic indicators in compare with other part of the country. Collector jandarhsan is formally conducted on stipulated days weekly where common people can directly meet collector and submit their grievances , as jandarshan is fixed on a particular day of the week and time there is always a limitation of number of people who can come and meet collector sir,  also some times Jandarshan gets cancelled due to more important official work, meeting, protocol etc . As many people come from far flung areas taking a day off from their usual work,they have to bear cost of time, money and face other inconvenience also. To exterminate the need of being physically present and enable common men to lodge its grievances from the comfort of home and with assurance of complaint being monitored by collector himself idea of Guhaar App envisaged.  
 With the objective of dealing people’s grievances in an easy, effective, economic and transparent manner. District administration bastar came up with Guhaar app which is location intelligent app created for the Fast Track complaint reception and redressal to ensure quality governance. in this platform anyone can access with smart phone and submit their grievances, feedbacks and suggestions directly to district admin. Although there are websites like Janchaupal and PM portal already where user can lodge complaint electronically but after filing government system works mostly on papers. Concerned department get complaint in physical form and tracking it become a hectic job for the administration.
           In guhaar app With its seamless login solution operating interface and live statics user can manage and overview the status of his lodged or Resolved complaints conveniently and securely from anywhere using app user can view and edit his account information manage his complaint and live grievances track the smallest progress in the process and more all from his smartphone 24×7. Dependency on cloud, network and smartphones seen surge in hacking related incidents , In times when 7 yrs old child could develop Apps (as claimed in popular tv commercial) adult should focus on security and to deal with it Guhaar incorporated cutting edge blockchain technology  for data protection which increases its response time as well.
Guhaar app provided considerable relief to common people in the corona time specially during lockdown period. For instance Radha , Resident of jagdalpur who reside with her 3 friends complaint about his landlord asking house rent despite the fact that government already issued order not to pressurize tenants for rent.  Many people enquired about Epass which was mandatory to travel to other district during lockdown period. Parents bring to the notice of Administration about educational institute asking for tuition fee from April to June 2020 through Guhaar App. All the complaints have been resolved within stipulated time period by officer concerned. It was interesting to see some of the departments received more complaints than others. Electricity , Municipal Corporation , Revenue, Food , Education and Agriculture department were among the top to receive maximum complaint. As Officer’s  performances are being reviewed on the basis of Guhaar feedback all the officers are taking it seriously and their efficiency and effectiveness is increasing.  
Administration is working to provide guhaar app in local language like Halbi, Gondi and Bhatari in near future. Receiving complaint through SMS and IVR is also in the pipeline. Guhaar is a good example how through technological advancement and innovation administration can come close to people and serve them better.
